InnovateWithEnioluwatilehin Facilitates $50M in Federal Contracts for SMB Clients in Q1 2025

The strategic consultancy reports a record-breaking quarter, with small and mid-size business clients collectively awarded over $50 million in federal contracts through expert SAM.gov positioning and bid proposal services.

InnovateWithEnioluwatilehin is proud to report a record-breaking first quarter for 2025. Across 12 small and mid-size business clients, our Government Contracting division facilitated the award of over $50 million in federal contracts, a significant quarterly milestone in the firm's federal practice. This milestone reflects not just the scale of our operations, but the precision of our methodology and the depth of our client relationships.

The Sectors That Drove Q1 Performance

The majority of Q1 contract awards were concentrated in four high-value sectors: IT infrastructure and cybersecurity services, professional and management consulting, logistics and supply chain management, and construction and facilities management. These sectors collectively represent the highest federal procurement spend and the most accessible entry points for well-positioned SMBs.

Our IT and cybersecurity clients benefited significantly from the continued expansion of the Department of Defense's CMMC (Cybersecurity Maturity Model Certification) compliance requirements, which created a surge in demand for certified vendors. Our logistics clients captured significant share of the GSA's expanded freight and last-mile delivery contracts. Our construction clients leveraged the Infrastructure Investment and Jobs Act's continued rollout of facility modernization projects.

What Made Q1 Different: The Methodology

Federal contracting is not a lottery. It is a precision discipline. The firms that win consistently are not the ones with the lowest prices or the most impressive capabilities statements. They are the ones whose SAM.gov profiles are optimized, whose NAICS codes are strategically selected, whose past performance documentation is compelling, and whose bid proposals are written to the exact evaluation criteria of each solicitation.

  • SAM.gov Profile Optimization: Every client profile was audited and rebuilt to maximize keyword relevance for contracting officer searches.
  • NAICS Code Strategy: We identified and added secondary NAICS codes that opened access to set-aside contracts our clients were previously invisible to.
  • Capability Statement Engineering: We rewrote every client's capability statement to lead with quantified outcomes rather than generic service descriptions.
  • Bid/No-Bid Analysis: We declined to submit on 31% of identified opportunities where our win probability assessment fell below threshold, preserving resources for high-probability bids.
  • Proposal Writing: Every submitted proposal was written to the specific evaluation criteria of the solicitation, with technical volumes, management volumes, and past performance volumes crafted by specialists.

“Federal contracting rewards preparation, not luck. Our Q1 results are the direct output of a system built over years of iteration, and we are just getting started.”

The Set-Aside Advantage

A significant portion of Q1 awards came through federal set-aside programs — contracts reserved exclusively for businesses that meet specific eligibility criteria. Our clients hold certifications across multiple set-aside categories, including 8(a) Business Development, HUBZone, Service-Disabled Veteran-Owned Small Business (SDVOSB), and Women-Owned Small Business (WOSB). These certifications are not just badges; they are competitive moats that eliminate the majority of potential bidders from consideration.

For clients who did not yet hold set-aside certifications at the start of Q1, we initiated the certification process in parallel with their first bid submissions. Three clients received their 8(a) certifications during the quarter and immediately accessed the sole-source contract pipeline — a mechanism that allows agencies to award contracts up to $4.5 million without competitive bidding.
